The economic forum of the municipality of Chisinau, the 2022 edition “Invest in Chisinau”, held by the municipality on September 30 – October 1, 2022, includes a series of presentations and discussions on Chisinau’s development priorities.

Presentation of the 2030 Development Strategy of the Municipality of Chisinau
The 2030 Development Strategy is a document that directs all short- and long-term actions and determines the main objectives of integrated sustainable development of the municipality.
Chisinau has enormous potential for development, and the geographic location of the municipality and its economic and logistical connections make it a major center of Southeast Europe.
We want a developed, modernized, innovative, comfortable, accessible city for all ages and categories, a city that takes the best practices from cities with a similar trajectory.
The development of urbanization, the increased demand for comfortable urban spaces and services, the concern for the environment, the need to attract human capital, the pandemic and the international economic crisis, the trend towards sustainable development and the attraction of investments, are the major factors that determine the pace of change.
The city must become as flexible, progressive, dynamic as possible and relate to the changing needs of residents and businesses, they must be able to solve today’s problems, but also to anticipate tomorrow’s.
After the analysis of international practices, it was concluded that a strategy for sustainable socio-economic and spatial development is needed – a document that will be the basis of short and long-term actions, will determine the priority areas and objectives for the sustainable development of the municipality.
This document is to serve as a road map for the development of the General Urban Plan.
The General Urban Plan identifies the areas where the growth of the city should be directed and prescribes attractive urban indicators to ensure sustainable development for these areas.
In order to ensure a favorable framework for investments, several Zonal Urban Plans are in the process of being drawn up for locations of increased interest, which would facilitate the development of the city. PUZs are intended to regulate the way of building, the direction of development and the functional zoning of land.
The final goal of the General Urban Plan of the city of Chisinau is to establish regulations adjusted to the current development needs of the city, it will serve as an instrument that will work for the benefit of both the city and the investors, the latter having a clear legal framework and well defined in which to maneuver.
Presentation of the Investment Map of the Municipality of Chisinau
The investment map developed by Chisinau City Hall aims to boost the process of attracting investments in the capital’s economy.
The map includes more than 60 investment objectives in the fields of real estate, land, infrastructure, social, educational, leisure, as well as opportunities for public-private partnerships such as electronic ticketing, development of the parking network, traffic streamlining, waste management, efficiency energy etc.
In the process of developing the map, all the objectives with investment potential in the capital and in the suburbs of the city were analyzed. The more than 60 profiles contain detailed information about the location of the objectives, the surface, the technical parameters, the conditions in which they are located, as well as options for their capitalization and development.
Potential investors can opt for several methods of capitalizing on the objectives, either by establishing a public-private partnership, procurement or lease.
Both the capital and the suburbs have considerable potential to attract investors who would contribute to the creation of jobs, the development of economic infrastructure, the development of tourism, etc.
Investment profiles facilitate the access of economic agents and investors to the essential information, which can be the basis of the decision to invest.
Tourism – a driving force of urban economies
The city of Chisinau recently became a member of the World Federation of Tourist Cities. During the First Economic Forum Chisinau 2022, “INVEST IN CHISINĂU”, the Mayor General, Ion Ceban, signed the Memorandum of Accession of the city of Chisinau to the World Federation of Tourist Cities. In Beijing, China, the document was signed online by Yang Shuo, Secretary General of the World Federation of Tourist Cities.
