Chișinău is making history in municipal waste management

“These are two vital projects that will revolutionize waste management in Chișinău, and I am proud to highlight that they represent an absolute first for the Republic of Moldova,” stated Chișinău’s General Mayor, Ion Ceban. The works are part of the second phase of the municipal project “Chișinău Solid Waste,” with a total budget of €3.8 million for the landfill recultivation and €8,187,888 for the new station. This initiative represents a national premiere in waste management and the most significant investment in this sector in Moldova’s history. “The Chișinău City Hall and the municipal waste management company Î.M. Regia ‘Autosalubritate’ have handed over the construction sites to the contractor JV WATT-GOL, an internationally renowned company selected through a rigorous international tender process, with partners from Greece and Turkey. According to the contract, JV WATT-GOL will complete the works within 18 months under the supervision of LIV MUH MUS INS LTD,” said Igor Gîrlea, interim head of Î.M. Regia “Autosalubritate.” Over the next 18 months, the landfill, where waste was deposited between 2010 and 2017, will be transformed into a safe and environmentally friendly area. The new waste management system will enable Chișinău to align with European standards.

The works at the Ciocana landfill will include:

• Reprofiling the deposit for waste mass stability

• Installing a leachate collection system with a new network and reservoir

• Implementing a biogas collection and burning system, including 28 vertical boreholes

• Installing landfill covering layers with various materials

• Constructing an access and maintenance road

• Building a rainwater collection system

• Relocating the stormwater drainage network

• Installing monitoring wells for groundwater surveillance The new transfer station, covering an area of 3.2 hectares, will significantly increase waste sorting and recycling rates, promoting the circular economy and environmental protection.

 

The works for the transfer station with a municipal waste sorting line will include:

• A modern waste transfer station

• A state-of-the-art sorting line

• A fully equipped administrative building

• A workshop for specialized vehicle maintenance

• New specialized vehicles for transfer station operations

• Fueling and parking zones for vehicles, among other facilities The “Chișinău Solid Waste” project is financed by the Chișinău City Hall, the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (through the Ministry of Finance and the Ministry of Environment), and the Eastern Europe Energy Efficiency and Environment Partnership (E5P), with a total budget of approximately €26 million.

“Through the implementation of this project, Chișinău is making up for the lack of major investments in waste management over the past 30 years, transforming the city into a national model while ensuring alignment with European environmental and safety standards,” added Mayor Ion Ceban. Over the past five years, the municipality has invested over 1 billion lei in municipal waste management. So far, 44 new specialized vehicles have been purchased, the fleet of Î.M. Regia “Autosalubritate” has been modernized, and 3,000 modern containers have been acquired. The municipality has also contracted waste sorting services, becoming the only entity in Moldova to own leachate treatment stations and modern technologies for managing the Țînțăreni municipal landfill. Additionally, the Chișinău City Hall plans to invest another 8 million lei in modernizing the specialized vehicle fleet and acquiring new technologies for managing the municipal landfill, ensuring a more efficient workflow and optimal conditions for workers.
